State Kidney ProgramThe services provided by the State Kidney Program are mandated by the state legislature (G.S. 130-A-220) and administered by HDDS Rules 15A NCAC 16A .0300. The medical and financial elilgibility are administrated through the Office of Purchase of Medical Care Services and regulated by DHHS Rules 15 A NCAC 24 A. The purpose of the State Kidney Program is to enable greater access to kidney dialysis for a significant number of North Carolinians, thereby constituting a life saving investment. The goals of the Kidney Program are to provide secondary and tertiary preventive services to persons at risk for end-stage renal disease, and to reduce the futher risk and consequences of persons with end-stage renal disease by paying for some of their expenses for dialysis, medications, incidental supplies and transportation. The State Kidney Program provides funds to reimburse persons and/or others on their behalf for specified expenses: transportation, medication and emergency-related expenses to persons meeting the eligibility requirements for the State Kidney Program when there is no other source of reimbursement. Transportation is defined as reasonable transportation expenses up to the current levels State regulations allow, specifically any travel expenses incurred by patients and others on their behalf during home training, treatment visits and/ or preliminary and follow-up care for those who are preparing for, or who have received a kidney transplant. The State Kidney Program will also reimburse persons for emergency expenses for any items of a critical nature for which they have no other source of reimbursement and assists them with their treatment of end-stage renal disease. In addition, the program will reimburse persons for medication expense for prescription medicine related to end-stage renal disease where there is no other source of reimbursement. All expenditures reimbursed by these funds may not exceed $300 per patient for each fiscal year. |
